Usually, I don't explain a joke but since people may not know the reference let me give you a little tour on art story. This is a reference of a famous painting from Rene Magritte. The idea is while the painting pictures a pipe, a picture is a representation of an object but not the object itself thus «this is not a pipe (but a picture of one)». Basically, Magritte was a troll who meme'd way before the internet was invented.
The comic follow the same idea. While it obviously pictures some sweet, sweet gambling, it's not gambling, but just a picture of gambling mechanics, no matter how hard big game companies try to say otherwise to prevent the government to crack down on them.

Final Fantasy 7 has a cast of 9 characters, but you can only take 3 in your party.
This means most of the cast won't see much play. Cait Sith is neither particularly strong or popular and while you can cheese an instant victory with his (rigged) limit break he isn't the only one with some exploits going.
In the end, people end up playing with whoever they enjoyed and Cait Sith was rarely the guy.

I am big Valve fanboy but I can't deny they have a bad track record of keeping their word.
From the top of my mind, here is a small list of promised stuff they failed to deliver.
- Half Life2 eps 3 (which later evolved to the mythical Half-Life 3)
- Xbox update for TF2 (the whole new weapons, new maps, etc)
- Heavy Update for TF2
- Artifact 2.0
Now, I won't call Artifact dead YET… I think it still has one last bullet in the chamber but I don't think it will be enough unless it uses it to, you know…
I'm sure other companies also have canceled stuff (Starcraft Ghost anyone?) but since Valve release so little, any cancellation is amplified.
I like to dream they are putting all their energy into creating the next step in gaming evolution, which may or may not involve VR but at this point, I would not bet on it.
Still, there are lots of gaming companies out there so it's Valve who is losing more by not doing stuff. Anyone else excited by Cyberpunk 2077?
