This is a twist on the term "housebroken", meaning that the animal is trained not to shit indoors. When a puppy is not "housebroken" and the owner needs to go out, the puppy is locked in a room with newspaper on the floor to make it easy to clean up. After a while, the puppy will learn to do his business in that room only, at which point he's called "paper trained". When the puppy finally learns to wait to be let outside, he will be considered "house trained".
